"Change is coming." This is the infamous campaign line of President-elect Rodrigo Duterte and has been manifesting already in his first few weeks of winning the election. Even we are a few days away from the official inauguration, Duterte has been announcing different plans and drastic changes he wishes to do and attain in his term.
People around him have been trying to do the same and are pushing for different bills for Duterte's term. Panfilo Lacson for one, has proposed that the Congress should give the President, Emergency Powers.
Emergency Powers as explained by Atty. Fred Pamaos, is the power of the President to take over private-owned public utility or business which is affecting or is deemed to have an impact on public interest. Unlike the President's authority to declare a National State of Emergency, Emergency Powers has to be granted by the Congress.
Lacson claims that the next President should have Emergency powers to solve the country's pressing issues such as the traffic problems, drug-related crimes and even the Abu Sayaff in Mindanao who recently beheaded another foreign hostage.
He added that it the best time to solve the ASG (Abu Sayaff Group) problems.
Although he seems to be well-certain of this proposition, he said that the bill or resolution should still undergo scrutinization as well as undergo processes to avoid any self-serving interests to its implementators.
