The incoming Labor Secretary Silvestre Belo III claims that he plans to end contractualization in government before on big companies. He added that this will be his priority and the government should take the lead in following labor laws.

Bello claims, “‘Yun (contractualization in government) ang una nating titingnan. You cannot expect the private sector to follow our law if the government isn’t willing to observe the law,”

He added that the agencies' hiring abilities should be considered to make a plan to end contractualization. “[W]e also have to be conscious of the limitations of our government agencies. Kailangan nila ng manggagawa pero wala silang budget kaya they resolve to this kind of malpractice,” 

Contractualization is also known as 'endo' or end of contract in the country. This is a labor practice in which companies hire workers for just a limited period of six months or less, without giving them benefits.

However, the law requires the employers to regularize workers who were employed for six months or lay them off from work completely.  The President-elect Rodrigo Duterte also vows to end contractualization. “Maliwanag ang kanyang kautusan na ipatupad ang anti-contractualization [laws], meaning we have to enforce them strictly kasi ngayon maraming kumpanya, business groups na di sumusunod doon,” Bello added.

Duterte also asked him to get rid of the Department of Labor of Employment of corruption and underperforming officials.
